2007 House Bill 2072: Increasing access to higher education.

To make access to higher education a top priority by implementing a complementary and coordinated set of policies around tuition, financial aid, and student transitions. Among other changes, the bill would place a 7% cap on full-time undergraduate resident tuition increases, expand the state need grant, and create a Passport to College Promise Program designed to encourage foster youth to attend college.   Official Text and Analysis.
