To require the Department of Ecology to prepare an economic impact analysis on all draft general permits that are intended to directly cover small businesses. The purpose of the analysis is to reduce the economic impact of the general permit by: 1) Establishing differing compliance or reporting requirements or timetables for small businesses; 2) Simplifying, reducing, or eliminating the compliance, monitoring, record keeping, and reporting requirements under the general permit for small businesses; 3) Establishing performance rather than design standards; and 4) Exempting small businesses from parts of the general permit.   Official Text and Analysis.
