2007 House Bill 1698: Requiring changes to certain urban growth area capital facilities plans.

To require any county that designates or expands an urban growth area or approves a new or modified fully contained community must, in coordination with affected cities, develop an urban growth area capital facilities plan. The plan must identify the needed public facilities and urban governmental services, the projected funding sources, and a schedule for providing the facilities and services.   Official Text and Analysis.

To encourage a public entity owning a public transportation facility to analyze the impacts of the creation or expansion of an UGA, or the creation or modification of a fully contained community, if such development is likely to increase traffic on the transportation facility owned by the entity. The public entity is also encouraged to suggest measures that would mitigate any adverse impacts on the transportation facility or bring the facility into compliance with its level of service standards.
