2007 House Bill 1422: Addressing children and families of incarcerated parents.

To require the Department of Corrections to review current policies regarding inmates with children. The department would be required to develop and implement programs encouraging family contact for inmates. The programs would be designed to facilitate normal child development and reduce recidivism and intergenerational incarceration. See companion SB 5643.   Official Text and Analysis.

To add a requirement to the programs funded by the DCTED stating that the programs should collaborate with an agency, or agencies, that serve sexual assault and domestic violence victims to ensure the programs provide appropriate services. The requirement that the DSHS, the OSPI, and the Department of Early Learning evaluate data regarding their programs to determine the impact on recidivism and intergenerational incarceration is removed. This requirement becomes the sole responsibility of the DOC. Several changes were made to the committee established by the DCTED including clarifying the name of the new committee to be the "Advisory Committee" rather than the "Oversight Committee," requiring the agency representatives on the Advisory Committee to report information regarding the agency to the Advisory Committee, and requiring the Advisory Committee to report to the DCTED regarding the programs that should be funded.

To make the Children of Incarcerated Parents Oversight Committee expire when the bill takes effect. The appropriations were removed and a null and void clause was added, making the bill null and void unless funded in the budget.

To narrow the duties of the Department of Corrections, Department of Social and Health Services, Department of Early Learning, and Office of the Superintendent of Public Instruction to remove all requirements to designate a specific staff person to implement the Act and to remove all requirements to develop new programs. Clarifies that the review the Department of Corrections is to undertake includes examining the impact of existing policies, as well as the adequacy of those policies. Makes technical changes and corrections.
