2007 House Bill 1076: Creating a rockfish research program.

To create the Rockfish Research and Stock Assessment Program through the Department of Fish and Wildlife. The purpose of the program would be to conduct research on certain critically depressed rockfish species. The program would be funded through a $35 surcharge on salmon charters from 2008 – 2010. A .35-cent surcharge on fishing licenses would also be imposed from 2008-2010. See companion SB 5127.   Official Text and Analysis.

To declare an intent to implement a targeted, short-term surcharge on commercial licenses issued by the department of fish and wildlife in 2008 through 2010 that provide for the retention or landing of groundfish, and a targeted, short-term surcharge on 2008 through 2010 recreational saltwater fishing licenses. Funds derived from the surcharge will be used by the department of fish and wildlife solely for the purpose of conducting rockfish research and stock assessments.

To remove the expiration date. Also, the stock assessment must include an examination of whether marine fish enhancement is appropriate. DFW is required to report to the Legislature on a biennial basis on the status of the stock assessment and research program.
