2006 House Bill 2703: Changing eligibility for sex offender sentencing alternatives

To allow more chances for sentencing alternatives. If the offender pleads guilty and admits he/she committed all of the elements of the crime, they may be eligible for a sentencing alternative. For juvenile offenders, an examination may be administered to find if they are amenable to treatment, unless they fully admit and affirm they committed all elements of the crime.
