2003 House Bill 2173

To protect the unborn. The bill prohibits the following: partial birth abortions; cloning of human embryos; the use of aborted fetal body parts; non-physicians performing abortions; and public funding of abortions. The bill also addresses the following: standards of care for abortion clinics; parental consent, informed consent, and 24-hour waiting periods; notification of breast cancer risks related to abortion; abortion related data collection; and pain relief for unborn children who are subject to abortions.   Official Text and Analysis.

But the bill did not receive a hearing by the cutoff date so it is considered a dead bill (although technically the bill could become active at any time during the 2003-2004 session).
