2003 House Bill 1581
Introduced by Rep. Jeff Gombosky (D) on January 30, 2003
To modify provisions for parking and business improvement areas. The bill specifies that no area may be disestablished before the businesses have received the special benefits due from any special assessments that were collected.   Official Text and Analysis.
Referred to the House Economic Development, Agriculture and Trade Committee on January 31, 2003
Referred to the House Finance Committee on March 5, 2003
Substitute offered to the House Finance Committee on March 10, 2003
To restore the original statutory language regarding petition submission by the businesses and multifamily and mixed-use project operators; allow a PBIA to promote tourism by levying an additional special assessment on lodging services; require the special assessment to be collected at the same time and in the same manner as the local sales and use taxes; and require the Department of Revenue (DOR) to administer the collection at no additional cost to the local entity.
The substitute passed by voice vote in the House on March 10, 2003
Referred to the House Rules Committee on March 17, 2003
But the bill did not pass the House by the cutoff date so it is considered a “dead bill” (although technically the bill could become active at any time during the 2003-2004 session).
