2003 House Bill 1579

To remove the misdemeanor penalty for first time offenses of liquor sales laws under RCW 66.20.300 through 66.20.350 as administered by the State Liquor Control Board (LCB). First time offenses will be subject only to a monetary penalty, while subsequent offenses will be classified as misdemeanors.   Official Text and Analysis.
