To allow retired or disabled school and state employees access to health care coverage even when they failed to join a plan within their initial enrollment period. Retired or disabled school and state employees, who are receiving a state retirement allowance as of September 30, 1993, and their dependents may purchase health care insurance coverage from the Health Care Authority, if they meet criteria established in this bill.   Official Text and Analysis.
