Clarifies that a public facilities district need only
have one regional center where the construction had to occur before January 1, 2004, in order to utilize local sales and use tax for up 6 to 40 years and use the proceeds to finance the expansion,
rehabilitation, and improvements of a regional center.

Allows a public facilities district with at least one regional center where construction occurred before January 1, 2004, to use local sales and use tax proceeds to repay bonds issued not only for construction but also for the expansion, rehabilitation, and improvement of regional centers.
