Removes lack of malice as a justifiable homicide defense for law enforcement and defines good faith. Requires development of a model policy listing best practices for agencies to consider when seeking public input. Defines deadly force. Directs law enforcement agencies to facilitate completion of independent investigations. Mandates updates to training on de-escalation techniques, implicit bias, cultural competency interaction with people with disabilities, and use of less than lethal force.
