Allows tribal government entities, tribal organizations, or urban Indian organizations to apply for grant funding. No liability may be imposed based on the administration of the grant program or for activities within the purview of a grant received under the program except upon proof of bad faith or gross negligence. State entities must consult as requested on transition to a performance-based contracting format instead of being subject to appropriation. Amends an expected outcome to state that the expected outcome is to reduce utilization of emergency services.
