Creates the role of the forensic navigator. Expands on the offenses eligible for law enforcement diversion authority. Authorizes courts to consider outpatient competency restoration options for nonfelony offenses and certain felony offenses. Limits nonfelony competency restoration to instances where a prosecuting attorney proves the existence of a compelling state interest for restoration.
