To change specified fish and wildlife crimes from misdemeanors to infractions. These crimes include the taking, harming, harassment, possession, or transport of protected fish or wildlife; unlawful trapping of wild animals, game animals, or furbearing mammals without proper licenses, tags, or permits; unlawful use of dogs; knowingly transporting shellfish, shellstock, or equipment used in commercial culturing, taking, handling, or processing shellfish without a permit, etc.   Official Text and Analysis.

But the bill did not receive a hearing by the cutoff date so it is considered a “dead bill” (although technically the bill could become active at any time during the 2003-2004 session).
