Eliminates the Family Policy Council effective June 30, 2012, and transfers the authority to award readiness to learn grants to the Office of the Superintendent of Public Instruction. This act also eliminates the Council for Children and Families effective June 30, 2012, and transfers authority related to the Children’s Trust Fund to the Department of Social and Health Services. This act requires the Department of Early Learning to fund evidence- and researched-based home visitation programs for DSHS, and work with DSHS and the Department of Health to develop a plan to coordinate or consolidate home visitation services. This act creates a public-private partnership to reduce adverse childhood experiences using research and evidence-based approaches to prevent and intervene in those experiences of children during their first five years. This act takes effect 90 days after adjournment of the session in which the bill is passed.   Official Text and Analysis.

Clarifies that the PPP may be a new or existing entity. It acknowledges the expertise of the community networks. The provision regarding the award of Readiness to Learn Grants is removed. The DEL must work with the PPP and key partners and stakeholders, in addition to the DSHS, to develop a plan to coordinate or consolidate home visitation services. The DEL has the authority to disburse funds from the Children's Trust Fund. The PPP is the adviser to the Secretary of the DEL regarding blended funding projects. The DEL, after December 31, 2012, is the lead agency for the Children's Trust Fund and the Community-Based Child Abuse and Prevention Fund.

Requires the development of fund distribution criteria to give consideration to community public health and safety networks with a history of providing training and services related to adverse childhood experiences. The second substitute bill adds a starting date of July 1, 2012, for the Director of the Department of Early Learning's authorization to make disbursements from the Children's Trust Fund. It requires that general funds provided for home visiting services shall be appropriated into the Home Visiting Services Account. It establishes a transition plan process beginning July 1, 2011, to transition the early learning-related work of the Council for Children and Families to the Department of Early Learning.

The amendment also recodifies the provision regarding readiness to learn within the chapter of law dealing with the Superintendent of Public Instruction and repeals additional statutory provision which references the Council for Children and Families.
