Removes the issuance of a Growth Management Hearings Board final order as the effective date of certain actions under the GMA.

Requires prejudice and actual injury for standing to file a petition of review of an action pursuant to this act.

Replaces the issuance of a Growth Management Hearings Board final order with 180 days after a timely filed petition as the effective date of certain actions taken under the GMA.

Removes the creation or expansion of LAMIRDs as an action affected by the bill.

Removes the 60-day delay and ability to delay the effective date by filing a petition of noncompliance with the growth management act to the growth management hearings board. Replaces it with the ability to delay the effective date by filing an appeal under the land use petition act. The matters subject to review by the growth management hearings board are amended to exempt the actions listed in the bill.

Exempts jurisdictions where 30 percent of the available housing supply is no.

Adds a section that amends the Growth Management Act's 2 (GMA) standing requirement to remove participation standing as a basis for standing to file a petition for review under the GMA.
