2021 House Bill 1241: Planning under the growth management act

Increases the review and revision cycle for comprehensive plans and Shoreline Master Plans from eight to 10 years. • Requires cities and counties with a population of 7,500 or more, that have not experienced a specified recent population decline, to produce an annual work program for implementing the comprehensive plan. • Requires counties and cities to submit an implementation progress report with certain required information to the Department of Commerce (Commerce) five years after reviewing and revising a comprehensive plan.

Limits implementation progress report requirements to counties that on or after January 1, 2021, have either: (a) A population density of at least 100 people per square mile and a population of at least 200,000; or (b) a population density of at least 75 people per square mile and an annual growth rate of at least 1.75 percent as determined by the office of financial management, and to cities within such counties with a population of more than 6,000 as of January 1, 2021.

Provides that only those counties that are required or that choose to plan under RCW 36.70A.040 are potentially subject to the implementation progress report requirements. Provides that once a county meets either of the criteria that would required it to submit an implementation progress report, the county and the cities with populations greater than 6,000 as of January 1, 2021, therein will remain subject to the implementation progress report requirements even if the county later does not meet either or both of the criteria..
