1) Requires that the Office of the Superintendent of Public Instruction develop civics curriculum in coordination with the Association of County Auditors and a 501(c)(3) nonprofit engaged in voter outreach and increasing participation. (2) Renames student engagement centers as student engagement hubs, and moves provisions authorizing student engagement centers into separate section of RCW. (3) Authorizes the Secretary of State to provide grants to county auditors to implement student engagement hubs.

Requires student engagement hubs only before presidential general elections. Requires student engagement hubs to stay open during business hours the five days before the electronic voter registration deadline, which is eight days before the election.

Requires an institution operating a student engagement hub to pay the full cost of operating the student engagement hub. Makes the act null and void if money is not appropriated in the 2020 supplemental budget for the operation of student engagement hubs.

Removes provisions authorizing 17-year olds who will be 18 by the general election to vote in primary elections.

Removes ability of a 16 year old person to register to vote, but specifies that a 17 year old person may to register to vote. Makes other conforming changes to voter registration requirements.

Requires certain public universities to open student engagement hubs only before presidential general elections. Requires student engagement hubs to stay open during business hours beginning five days before the electronic voter registration deadline through the deadline. Provides that the hubs must provide access to the voter registration portal. Specifies that student government organizations at other state universities and campuses may request to open student engagement hubs.

Removes requirement that certain institutions of higher education establish student engagement hubs. Removes requirement that information about student engagement hubs be included in voters' pamphlets. Removes provision allowing a person to register in person at a student engagement hub.

Removes provisions authorizing 17-year-old persons who will be 18 years old by the general election to vote in primary and presidential primary elections.
