Increases the appropriation from the Budget Stabilization Account to the Disaster Response Account from $50 million to $100 million. Increases the appropriation from the Disaster Response Account to the Office of Financial Management from $50 million to $100 million.

Permits OFM to distribute to federally recognized tribes funding that is provided for response to the novel coronavirus.

The appropriation from the Budget Stabilization Account (BSA) does not alter the requirement to balance in the ensuing fiscal biennium under the four-year balanced budget requirement.

$25 million general fund-federal is appropriated to OFM for coronavirus. Adds federally recognized tribes to the non-supplant and federal reimbursement requirements.

(1) Limits the determination of nursing facility payments to the current coronavirus declared emergency and expires this language June 30, 2021. (2) Provides that until June 30, 2021, an individual under quarantine or isolation during the novel coronavirus outbreak does not need to meet the requirement that an individual be able and available to work in order to be eligible to receive unemployment insurance benefits.
