Changes requirements for the Building Bridges Program. Allows civics content and instruction to be embedded in career and technical education equivalency courses. Modifies provisions for second grade reading assessment and removes requirement that the Office of the Superintendent of Public Instruction provide the passages used.

Modifies provisions governing an existing vocational agriculture education service area program within OSPI and directs OSPI to establish an agriculture education program as a career and technical education program within OSPI. (2) Establishes that the program must provide assistance to school districts and coordinate activities with applicable career and technical student organizations. (3) Includes staffing provisions related for the program. (4) Directs OSPI, subject to appropriation, to provide every student enrolled in an agriculture education pathway course approved by OSPI with membership to the corresponding state and national career and technical student organizations. (5) Directs OSPI, in consultation with the board of directors of the Washington FFA Association, to adopt and periodically revise related rules. (6) Modifies the title.
