To create a local government crime-free rental housing program. The purpose of the program is to allow local governments to designate areas of rental housing as crime-free. This act provides direction to the local governments for the implementation of the crime-free rental program including, landlord participation, education courses and other necessary programs.   Official Text and Analysis.
