2003 Senate Bill 5032
Introduced by Sen. Bob Morton, (R - Kettle Falls) (R) on January 13, 2003
To exempt the operator of a commercial delivery vehicle making frequent stops from seatbelt requirements when the vehicle is traveling no more than one city block between stops.   Official Text and Analysis.
Referred to the Senate Highways and Transportation Committee on January 13, 2003
But the bill did not receive a hearing by the cutoff date so it is considered a “dead bill” (although technically the bill could become active at any time during the 2003-2004 session).
