Instead of this bill, why not have an independent audit of each state agency and then permanently close the useless ones (useless being, those that duplicate another agency, the agency which was made just to expand the government (i.e. ORCAA)? Also cut the crap spending like sending people to Copenhagen...

Here is a plan, how about a voters pamphlet with charts showing how much money the state saved the taxpayers by cutting unneccesary programs. And, while they're at it, how many jobs were lost due to the californated taxes and environmentaly policies. Vote the bat-rastards out!
