    What are you doing other then creating a revenue stream. If your trying to stop lobbyist and lobbying. How about outright banning. Here is another solution. How about no meetings or open lobbying. An elected official can get information from constitutions and groups within their region. No meetings with national, state organizations. Such as NRA or WEA. What happens is eleced officials actually have no clue what their region believes during session. A person in Spokane in most occasions believe differently then in Seattle. A representative are there reprsenting the people that voted them in. They are not there to listen to larger organizations of groups. That's the problem. Elected officials sit in meetings and have all the same people come up and tell them what their group represents. Problem is in many cases that is only a small part of their electorate. They should do their homework or have the ability to survey their districts mood and opinion. They should also not take the info of state agencies as fact. Unfortunately bureaucrats have agendas and give information based on their agenda.They give information to keep their little fiefdom funded. Ecology is one of the worst. If they want to creat a an effective law on lobbying. Create a law that says a person cannot come in front of or talk to any government official. Especially if they have been in an elected position. or in a state agency. Stop the cast offs from influencing government.
