Public records should be disclosed without taking I.D. from those who request them and without forcing those who request them to cite on whose behalf the request is made. 2013 House Bill 1019 limits the public's access to public information and would allow discrimination by agencies of whom the information is requested.
Most people in most situations have no objection to giving their I.D.s. However, the right to public disclosure is most crucial in situations in which the requestor may not wish to be identified, including requests regarding employment concerns and agency accountability.
