    It is more than upsetting that such a bill which initially was introduced to at the very minimum provide helpless dogs from being deprived of sufficient water, to be altered. As with most bills, this one has allowed loopholes in which people can treat dogs any way they want. For after all what are dogs but someones property. I hope that in my lifetime I will be able to witness those in power to evolve and stop any abuse of dogs or other living creatures. History has proven and continues to ,use dogs for police work, 9/11 and too many wars to count. And this is how you repay them. Too bad dogs don't have a vote. Shame on you. Stacey Cunningham

     I must agree. Why not just throw this bill out instead of passing something that is un-enforceable, has no teeth, and continues to allow people to own dogs that have no business doing so.

    One must wonder if the person responsble for the revision is one such dog owner?

     The answer is, this is just a feelgood legislation which is to take people's minds off what the legislature is suppose to be doing, fixing the budget this time around.

    You get people coming up with this tripe and come election time they can say "see what I did," rather than pointing at the budget and saying "see what I'm responsible for..."
