    2011 House Bill 1339 (Concerning negligent driving)

    Introduced in the House on January 19, 2011, to create a new traffic infraction, which is committed when a person operates a vehicle in a manner that is both negligent and endangers any person or property, and he or she proximately causes the death, great bodily harm, or substantial bodily harm of a vulnerable user of the public way

    The vote was 59 in favor, 39 opposed and 0 not voting

    Let us look at this.

    Is the new fine for the benefit of the victim or to the benefit of the state coffers? It appears that the only beneficiary of this fine piece of feel good legislation is to enrich the state.

    And what will be the recourse for the driver when the bicyclist or child darting across the street is at fault?
