    Repeal it.  Why keep a law on the books that hasn't been funded since it was passed?

     This was one of those "we can feel good about ourselves" bills passed by the Democrats who believe the government (i.e., taxpayers) should take care of everyone in all circumstances and they pass a multitude of these kinds of bills when times are good.
