This bill makes sense which means it won't go anywhere because it ends the practice of declaring as an emergency bills that clearly do not meet the requirement.
I'm glad someone had the courage to introduce it.
This is much-needed, which I agree, probably means those many legislators who abuse this won't vote for it.
