     Are hours of operation limited to daylight only?  I do not see that in the text.

    Will the municipalities be authorized to require some fee for this?  I do not see that in the text.

     This is the dumbest and most wasteful bill I have ever seen. That the majority of our legislator's find it worthy of their time and use of taxpayer monies is despicable.
