     Cute. The state stands to confiscate more money from the people who have a constitutional right to file petitions and referendums.

    Now they want to charge a $250 fee to do so and will refund $200 of it if enough signatures are received.

    This is simply a way to discourage people to exercise their constitutional rights and for the state to extract more money from people.

    Do these people have no shame?
