Please DO NOT pass this bill! It will cost our State more than just time and loss of federal dollars, It will create confusion and chaos in an already confused and chaotic system. We are already loosing Foster Parents faster than we can replace them and more children are coming into this overburdened system every day. Your own Fiscal summary tells you that other states that have privitized as this bill proposes can not do it effectively at the limits this bill proposes and you appear to use this argument to support the bill. The bill does not appear to have been carefully researched before being proposed - How can it possibly be successful when you use other broken systems as your examples of what this proposed system will be like.
What sense does it make to replace a stumbling confusing system with a copy of another broken stumbling confusing system?
Trying to fix Children's Administration problems with this kind of legislation is just a more of the same kind of boondoggle that created the problems in CA in the first place! Please rethink this bill and do not pass it!
