Don't you know this is not possible without strengthening the basic unit of society, the family?  If you introduce spending programs to provide homes for everyone, the supply of people moving here from out of the state will never end.  Housing prices are the result of supply and demand, until the government steps in to manipulate them (which can only be temporary, then its efforts fall to pieces, as we saw with FNMA and FHLMC).  Of course, the goal is worthy, but government cannot do the work of families.

This is easy, reduce taxes and regulation. These costs are the biggest reason there iare fewer low income housing units. All caused by GOVERNMENT meddeling.

Quit throwing good money after bad!  This problem will NEVER be solved! There will always be homelessness. We already have programs to help the people who really want a hand up and not a hand out.
