    Remove section 1.6 and 1.7, these un-necessarily inflate the size of government.  Federal govenment already has standards for tamper-proof paper in effect.  Why would washington state need its own special paper, that could only be used in our state and not other (because of the WA state seal)?

     Why are you involving the pharmacist in this bill?  The PRESCRIBER is the person supposed to use the tamper-resistant pad.  So you want to make the pharmacist the bad guy and the one who delays treatment for the patient because the PRESCRIBER didn't follow the law?  This whole bill should be handled strictly by the Medical Boards.  The Medical Boards should approve the pads and enforce their use.
