This bill is just paper. Where is the 'teeth' in this bill? The problem with 'puppy mills' is not the law, it's enforcement of the law. More good would be done with a public service campaign making people aware and asking them to report people who operate these places, and then actually prosecuting them and make them pay and work at an animal shelter shoveling poop for community service.
