This bill should not exclude the Eagle Harbor Maintenance yard, located in a water area heavily used by recreational water traffic. On multiple occasions WSF boats have backed out and come far too close to boat, and kayak traffic. I have seen photos of kayakers UNDER a ferry between the hull and the propeller docked at the maintenance yard.
