    Also consider net worth

Many seniors, althouhg having relatively low incomes, have considerable net worth that they could (if they chose) convert into cash to pay their taxes. Before granting them tax breaks that move the tax burden onto younger taxpayers, make sure that it is only those with low income AND low net worth that are not paying their fair share.

    Burden on Society

The view that people, who can no longer afford their houses, should be supported by younger taxpayers is harmful as a whole to society. If they can not afford their taxes, they probably can not afford upkeep on their houses either, Thus the housing stock as a whole deteriorates. Many seniors want to stay in the large houses where they raised their children. When they can no longer afford to pay taxes on those houses, they should sell them to younger people who are looking for a house in which to raise the next generation I am not suggesting that people be forced from their houses if they can afford them, but to force younger taxpayers to pay additional taxes to support the costs of government, when some seniors are exempt, doubly penalizes those younger taxpayers as they face higher tax bills and also higher housing costs due to seniors who are holding on to large houses they no longer need and can not afford to keep up.
