    I THINK THIS NEEDS TO INCLUDE "INCONCLUSIVE" REPORTS AS WELL.

    Not near enough!

    The existing laws are Draconian, and the accused are guilty until considered innocent. I have know many people who have gotten caught up in the CPS Gestapo game because of an inappropriate report from a neighbor, their children having metabolic diseases who end up having it take even longer to identify the medical problem further injuring the children, foster kids who know the system and retalliate when they are held to be accountable and resposible by those who care and are trying to help them in their lives, and on and on and on. No one should have their children taken away without a proof that abuse is occurring. Heresay needs to be eliminated as a reasonable cause. When the reports are false, the state should be held to reimburse all legal expenses, any resultant medical bills, and compensation for pain and suffering. No questions asked! After all it is the state that took the kids away without proof of abuse. If the state wants to investigate the person(s) making the false or misinformed report to determine whether it was done with malice, then they should. Don't put a further burden on the people that have already been injured by the actions of the state. When malice is determined to be the intent, then the state can recover their damages from that individual. In fact, why not do the investigating before destroying families and lives? Let's get back to innocent until PROVEN guilty!
