This bill is nothing more than a thinly veiled attempt to allow the minority party (Republicans) to prevent a Democratic governor from appointing progressive members to the growth management hearing board.
Republicans in Washington, D.C., use the same tactic and, as a result, there are many critical positions unfilled. For example, there is no appointed Director of ATF (Senate Republicans refuse to allow any appointment to go forward). Ditto for the newly created Consumer Protection Bureau. The list goes on and on.
Whenever Republicans do not like a regulatory entity they do whatever they can to prevent its being funded and/or to prevent the majority party from being able to appoint reasonable people to sit on it.
This bill should be rejected for what it is - yet another tactical ploy by the right-wing to prevent reasonable decision-making by the growth management hearing board.
