Introduced in the Senate on January 17, 2012, reforms laws pertaining to water supplies and groundwater usage. This act deals with environmental, water use efficiency, and habitat programs. This act modifies funding provisions for projects and activities that enhance flow and habitat conditions in rivers and streams that address areas of concern. Funding is also altered for DOE water acquisition programs. This act also deals with instream flow proposals in the Skagit River Basin. This act directs DOE to provide recognition for recharge of groundwaters by home septic systems. This act also adds requirements relating to building permits in the Skagit River Basin for single-family dwellings not readily served by an existing public water system that utilize septic systems
