What's the rush? I say follow the existing law...allowing for the proper procedures to be followed and proper studies to be made. If it is a worth-while project, then it's worth doing properly. This is a bad idea!
I agree. What happens if they get all the work done outside shoreline jurisdiction then the shoreline permit is denied? are they just tsol? I think it implies that the shoreline permit is a guarentee to allow the monetary expenditure like that.
