    This is desperately needed.  The truth is, AFH and Boarding Home Workers already have a great deal of training prior to 1029.  This, in my opinion, is nothing but a boondoggle foisted on us by SEIU.  there is no money to implement this, and because DSHS has made the training approval process so lengthy and confusing (13 different application forms), and they are not approving in a timely manner, we cannot hire the care staff we need to care for our frail residents.  Please pass this bill soon.  My staff is working extra shifts and we have now had our first employee injury in 964 days, a record for long-term care.  I directly attribute it to our inability to hire more staff.

    Why has it taken nearly 3 months and still no passage?
