    I would like to ask whether or not this bill applies to all government agencies within the state?  Secondly, I would like to know if this bill, if it becomes law, can apply to laws, rules and ordinances that have been passed in the past?  Thirdly, how do businesses respond to this law? (Through what state agency should they submit a request to have an agency perform and EIS?)  Thank you!

    When we consider how many small business employ people, and how many of those are regulated to death each year, it's about time we stop trying to kill off our states small business and entrepeneurs. 

    Get this done!

    This can only be a great thing for the small business owners, if we don't encourage and support them we have little chances to recover from these tough times. The small businesses continue to be the engine of our economy, it's what Bradley S Cohen would say.
