    Thank you Sen. Regala. We know that putting prisoners out on the street with a few dollars and no support is a recipe for recidivism. Pilot programs have shown that providing transitional housing and job services for a limited time pays off in terms of returning ex-felons to useful participation in society. Those "at risk of homelessness" include people who are doubled up or couch-surfing, which surely feels like homeless to them.
