This bill is to broad. At times a running tither is much better than a kennel.
A kennel allows a dog to jump up and down on the walls which can damage their hips and hocks. A run allows for exercise.
It appears that this bill is trying to legislate stupidity on the part of bad owners. It will be difficult to enforce.
Strengthen and use existing laws and get the Judges to stop being soft on offenders.
