     I have no problem with people building in a flood plain, but in order to do so they must prove that they have flood insurance and they must also agree to never ask for public money for repairs caused by flooding in the flood plain.

    This will save the taxpayer money by not having to bail out people who, knowingly, build in an area that has the potential for flooding or cause the area to continue as undeveloped. Either way the taxpayer wins.
