This is horrible legislation, and little more than another means for special interest groups and/or the state to usurp local jurisdiction and community desires. While ostensibly only to confirm that the plan or regulation is consisten with GMA, the reality is that it will be used to stifle community land use controls designed to respond to community needs and values.
