There are number of ways the effectiveness of this proposal could be enhanced, but the most important is to change the employee income targeting. Employers don't know what household incomes are (and don't know anything about median incomes). What they know is that basically under federal employment law all employees of a class or type need to be treated equally. This income criteria raises the question of who married well and who didn't, which employees consider an invasion of privacy; is a consideration unknown in the rest of employee benefit law; and prevents employers from understanding what the employee market for the program might be, which makes it difficult to project cost or program effectiveness. All of which moves employers to not participate.
