When low efficiency toilets are outlawed, only outlaws will have low efficiency toilets.
I guess all of our other problems have been solved if the Legislature has time to spend on silliness like this.
They justify smelly waterless urinals based on some kind of phantom water shortage. Here in the northwest there is an abundance of water and over regulating politicians. Lets flush this bill.
